If one of our members enters the park later, can we obtain Disney Premier Access/Entry Request/Standby Pass for all of us?

You cannot book the app's services for other members who have not yet entered the park.
To purchase a Disney Premier Access, make an Entry Request, or obtain a Standby Pass, you must have park tickets that have already been used to enter the park on the day of your visit.
For example, if you have four members and three of them have already entered the park, you can only select the three park tickets that have been used for admission; you cannot select the remaining unused ticket.
Once all the members have entered the park, you will be able to book the services for everyone.
